Description

Under general supervision of the Director, Office of Fiscal Accountability and Compliance, administers investigative programs involving alleged non-compliance with State statutes and regulatory requirements; Provides oversight in the investigative processes related to non-compliance with state statutes and regulatory requirements.  Plans, staffs, and manages the criminal history background check process for applicants in New Jersey’s schools, authorized contractors, and school board members; Establishes, maintains, and evaluates investigative procedures and policies; Provides oversight in the production, maintenance, and development of internal IT systems relative to the unit. Develops compliance programs and provides technical assistance and training to school districts to ensure they effectively navigate the criminal history background check process.  Acts as liaison to local, state, and federal agencies to maintain communication and collaboration on compliance issues; and performs other related work as required.

Requirements

Note: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Ten (10) years of professional office and/or professional field experience conducting investigations, collecting evidence and preparing investigative reports related to criminal, civil or regulatory matters involving fraud, misrepresentation or other acts of criminal or civil misconduct; three (3) years shall have included supervisory responsibility.

Note: Experience as a police officer performing criminal follow-up investigations (not preliminary investigations) may be substituted for the above non-supervisory experience on a year for year basis.

Possession of a Bachelor's degree from an accredited college or university; and six (6) years of the above-mentioned professional experience, three (3) years of which shall have included supervisory responsibility.

or

Possession of a Master's degree in Public Administration, Business Administration, Social Work, or Criminal Justice; and five (5) years of the above-mentioned professional experience; three (3) years which shall have included supervisory responsibility.

Note "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

Preferred Education/Experience

Leadership background in managing processes or investigations related to non-compliance, including the development and implementation of compliance programs, budget oversight, and technical assistance to stakeholders.
