Description

Under direction of the Director, Office of Budgeting and Accounting, in the Department of Education, supervises the analysis, establishment, and administration of operating  and grants-in-aid budgets for state, federal, and other funding  sources; analyzes management practices and financial controls in order  to assess their adequacy to implement education plans and increase  program efficiency and cost savings; supervises the development of  education programming by conducting analyses and evaluation of  educational programs, surveys, needs assessments, and program fiscal  data related to state and federal formula aid and discretionary grant  applications and allocations; and/or supervises the design and management of research studies related to school funding areas; and/or supervises the monitoring of all financial areas for school districts; performs mandated regulatory functions; works with a high level of independence; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; and performs other related work as required.
This position is responsible for overseeing the daily operations of the Budget Unit and ensuring the accuracy, integrity, and timeliness of all budget-related functions. The supervisor plays a critical role in coordinating the preparation, submission, and monitoring of the Department’s budgets, and serves as the primary liaison between the unit, internal program offices, and the Department of the Treasury’s Office of Management and Budget. The supervisor will manage a team of budget analysts and oversee the development of quarterly spending plans, annual budget requests, and related technical budget materials, including budget modules, exhibits, and responses to the Office of Management and Budget (OMB) during budget rounds. The position is also responsible for monitoring personnel expenditures, tracking full-time equivalent (FTE) usage, and ensuring compliance with applicable state and federal fiscal requirements. This includes coordinating with human resources and program offices to ensure that salary allocations and position funding are aligned with approved budgets.

Requirements

Education

Graduation from an accredited college or university with a Master's degree in Public Administration, Educational Administration, Business Administration, Accounting, or a related field.

Experience

Five (5) years of professional experience in school business management/accounting or public or private sector budgeting, accounting, or auditing.

Preferred Education/Experience

Experience with the administrative functions of the Electronic Cost Accounting and Time sheet System (ECATS), the New Jersey Comprehensive Financial System (NJCFS), and Business Objects is preferred.  Familiarity with the Personnel Management Information System (PMIS) and the State of New Jersey’s technical budget process is also desirable.
