Description

Under the general supervision of the Manager 1, Education at the Marie H. Katzenbach School for the Deaf, coordinates and supervises work activities of Administrative Analysts, Fiscal Management of lower grade or other subordinate staff engaged in/responsible for fiscal management activities in planning and conducting management, statistical, organizational, fiscal, performance, and budget analyses of department and/or division programs, and where alternative programs are needed makes evaluations and recommendations as required; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; and performs other related work as required.

This position leads the fiscal and administrative operations of the school's business office and provides oversight of budgeting, financial planning, procurement, and revenue functions while ensuring compliance with State requirements and department policies and procedures.  The role supports leadership through financial analysis, reporting, and projections and maintains strong internal controls across all fiscal activities, including oversight of the student activity account, treasury reporting, and the safeguarding of funds.  The incumbent supervises staff and ensures business office operations are efficient, compliant, and well controlled, including identifying and implementing process improvements.  This role works closely with school leadership, program staff, and central administrative offices, as well as external partners including State oversight agencies, vendors, financial institutions, and auditors to ensure accurate financial reporting and alignment with organizational goals.

Requirements

Education/Experience

Note: Applicants must meet one of the following or a combination of both experience and education.  Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

Eight (8) years of professional experience in work involving fiscal analyses and evaluation, budgeting, and management operations in government, business, and/or a management consulting firm, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics, or Finance courses.

or

Possession of a Bachelor's degree from an accredited college or university, including or supplemented by twenty-one (21) semester hour credits in any combination of Accounting, Business Administration, Economics, or Finance courses; and four (4) years of the above-mentioned professional experience.

or

Possession of a Master's degree in Accounting, Business Administration, Economics, or Finance; and three (3) years of the above-mentioned professional experience.

or

Possession of a Doctorate degree in Accounting, Business Administration, Economics, or Finance; and two (2) years of the above-mentioned professional experience.

Note: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

Preferred Education/Experience

Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field.  A minimum of five (5) years of experience in State fiscal management, including budgeting, financial reporting, account analysis, procurement operations, and/or audit compliance functions.

Demonstrated experience with State systems, including experience using SAP Business Objects to develop and run financial reports, analyze data, and support projections; and/or experience using NJCFS to enter, review, and approve financial transactions, monitor expenditures, reconcile accounts, and ensure the accuracy of financial records; and/or experience with NJSTART and State procurement processes.  Knowledge of State procurement rules, Treasury reporting, internal controls, and/or the ability to interpret and apply policies in complex situations.

Note: Ability to communicate in American Sign Language preferred, or a commitment to learn American Sign Language in two (2) years.
